Mine Safety Fact:  The Mine Act mandates training of all miners.  The specific training requirements, which are set out in 30 C.F.R. Part 46 and Part 48, vary according to the commodity mined.   Under Part 48, training must be provided by MSHA approved instructors.   However, any competent person can train miners under Part 46.
